The Electronic Certification System of the State (SCEE) – was created by Decree-Law nº 116-A/2006, of 16th June 2006, to assure the unity, the integration and effectiveness of the strong digital authentication systems in the electronic relations of individuals or legal entities with the State and among public entities.
The SCEE architecture constitutes a hierarchy of trust that guarantees the electronic security of the State and the strong digital authentication of electronic transactions among the several services and organisations of Public Administration and between the State and the citizens and companies.
SCEE operates independently from other public key infrastructures of a private or foreign nature, but allows the interoperability with the infrastructures that fulfil the necessary authentication rigour requirements, through adequate technical mechanisms and compatibility in terms of certification policies, namely within the scope of the European Union countries.
The creation of SCEE was done, with the required adaptations, according to all the national and community legislation in force, namely that regarding the technical and security rules applicable to the certifying entities established in Portugal in the issue of qualified certificates.
In this Decree-Law it was attributed to the National Security Authority the functions of accrediting authority, which until now were attributed to the Institute of Information Technologies of Justice.
